Mayor Adams Declares Crackdown on Illegal Mopeds

In New York City an effort to clamp down on illegal mopeds cluttering the streets and posing risks to pedestrians.

Mayor Eric Adams has initiated a comprehensive crackdown across New York City. The announcement marks a significant juncture in the city’s ongoing efforts to maintain safety and order.

Mayor Adams, during a press briefing held at City Hall, underscored the seriousness of the situation, highlighting the meteoric rise in complaints and incidents involving unregistered and illegal mopeds. “When it comes to protecting public safety, this administration is crushing it and that includes our efforts to crack down on the ongoing issue of illegal mopeds and scooters on our streets and sidewalks.”

Recent statistics provided by the NYPD illuminate the gravity of the issue. Since the beginning of the year, there has been a staggering 35% increase in impounded mopeds, with over  13,000 illegal two-wheeled vehicles and ATVs, seized for non-compliance with safety standards and registration requirements in 2024 alone. Within a 30-month span 42,000 seizures of illegal mopeds and scooters have taken place.

Mopeds have contributed to a surge in accidents intervention. To distinguish between legal and illegal mopeds, Mayor Adams outlined the specific characteristics that must be adhered to by operators to remain compliant with city regulations.

Primarily, a legal moped should have a functioning pedal system, an engine size not exceeding 50cc, and must not be capable of speeds over 30 miles per hour. Furthermore, each moped must be registered with the Department of Motor Vehicles and possess a valid license plate.

Operators are additionally required to hold a Class M or MJ license for legal operation. Adams revealed that the city’s task force will employ a multi-pronged approach to address the illegal moped phenomenon. This includes increased patrols, targeted operations in hotspot areas, and collaborative partnerships with community organizations to educate riders about compliance.

Critics, however, have warned of potential shortcomings in this approach. Advocates for delivery workers, who frequently rely on mopeds for their livelihood, have expressed concerns about how this crackdown might disproportionately impact them.

Mayor Adams acknowledged these concerns and assured provisions for dialogues and possible enforced transition pathways toward compliance.
